The armed conflict in Colombia has continued and the humanitarian impact increased in recent years, despite the peace agreement between the Colombian government and the FARC-EP? in 2016. In the aftermath of the demobilization of the FARC-EP, other armed groups such as the left-wing ELN?, FARC dissident groups, and right-wing neo-paramilitary groups, including AGC/Los Urabeños?, have been expanding and fighting for territorial presence and control over the civilian population in areas that are of strategic interest for irregular economies such as drug production and trafficking, smuggling, and illegal mining.
The complexity of the crisis in Colombia is increased by the refugee and migration crisis resulting from the humanitarian crisis in Venezuela, and the COVID-19 pandemic, both of which are interacting with the armed conflict.
ACAPS’ ROLE
ACAPS has been present in Colombia since January 2020. ACAPS supports evidence-based decision-making and response-planning in the region with timely, independent, and integrated analysis, in close coordination with other analysis actors.
In 2021, ACAPS joined the Mecanismo Intersectorial de Respuesta en Emergencias (MIRE – Intersector Emergency Response Mechanism), composed of NRC, AAH, ApS, and MdM and funded by ECHO. ACAPS provides analysis on the armed conflict and its humanitarian impact and an evidence base for humanitarian decision-making, enabling a more effective and more efficient humanitarian response. The analysis produced by ACAPS furthermore helps to provide visibility to the humanitarian impact of the conflict.
The analysis includes:
-
Humanitarian needs and trends
-
Thematic analysis to foster an in-depth understanding of the humanitarian context and needs
-
Forward-looking analysis, including risk analysis
