Hostilities and clashes between Hezbollah and Israel have been escalating since 8 October 2023, mainly affecting areas in southern Lebanon. On 23 September 2024, the Israeli army increased their military attacks, with over 330 raids. 

This report provides an overview of the impact of the Israel-Hezbollah conflict on southern Lebanon. It highlights the affected population’s increasing need – including that of newly displaced individuals – and looks at access constraints resulting from the increase in hostilities.

The report mainly focuses on the impact of the socioeconomic crisis on the availability of medication, people’s access to healthcare services, and the status of the health infrastructure in Lebanon. It also compares the country’s healthcare performance before 2019 with the present.

On 4 August a large explosion occurred in the port of Beirut. The blast killed over 150 people and injured over 5,000. Search and rescue teams are still deployed as many are still missing. People have lost homes and businesses, including restaurants, bars, and hotels while already facing a deep economic crisis. Up to 300,000 people might have lost their homes. 

Anti-refugee rhetoric is on the rise in Lebanon and pressure on Syrian refugees to return is increasing. Refugees are being pushed back to Syria, through a combination of restrictive government policies, dire humanitarian conditions, and discrimination.

Heavy rains, strong winds and cold temperatures caused by storm Norma, which hit Lebanon on 8 January, have severely affected over 11,300 Syrian refugees, including 6,000 children, in more than 360 settlements sites. The makeshift housing arrangements are not adequate to deal with the harsh conditions. 

This paper outlines the social and economic situation in Lebanon by explaining the causes of the significant underlying vulnerabilities and by exploring how these issues have been compounded by the crisis in Syria and the subsequent population influx.
