Palestine: Escalation of violence in Gaza

On 9 May 2023, Israel launched air raids on several areas across the Gaza Strip, with claims to target members of the Palestinian Islamic Jihad (PIJ) movement. In response, according to the Israeli authorities, on 10 May, the PIJ fired around 400 rockets from Gaza, some of which were misfired and fell inside the Gaza Strip. Between 9–13 May, Israel conducted a series of air strikes on the Gaza Strip under Operation Shield and Arrow. On 13 May, a ceasefire was declared between the Israeli authorities and PIJ . It is unclear whether the local authority in Gaza had any involvement in the conflict.
State of Palestine: Violence in Huwara, Westbank

Since 26 February 2023, there has been an increase in violence against Palestinian citizens in Huwara, a Palestinian town located in Nablus governorate, northern West Bank. On 26 February, more than 400 Israeli settlers stormed Huwara and three surrounding villages, vandalising and torching 75 houses and more than 100 cars of Palestinian residents in what has been described as a ‘pogrom’ by an Israeli commander overseeing the West Bank. The attacks came after a Palestinian killed two Israeli settlers in a nearby settlement earlier in the day, which itself was seen as a form of retaliation for an Israeli military raid in Nablus on 22 February that killed 11 Palestinians.
Palestine: flooding in the Gaza Strip

Since November 2022, Gaza has been experiencing intermittent heavy rainfall that has accumulated in Israeli-controlled dams and reservoirs near the Gaza Strip. Between 24–26 December 2022, Israeli authorities opened dam gates and levees along the perimeter fence east of Gaza, flooding the central and southern areas of the Gaza Strip with accumulated rainwater. Flooding has submerged many homes in neighbourhoods in Deir al-Balah governorate in the centre of Gaza city. These neighbourhoods include Deir al-Balah and az-Zawaida towns and al-Bureij refugee camp.

Palestine: Social impacts analysis

This report approaches the analysis of the humanitarian situation in Palestine with a focus on social impacts. Drawing from frameworks of social impact analysis, it goes beyond the sectoral approach of the humanitarian system and places the focus on social and material wellbeing. It analyses the impact of recurrent conflict and escalation of hostilities on key categories of social and material wellbeing of the Palestinian population, taking into account how the immediate impact of the conflict interacts with pre-existing social and economic factors, recurrent episodes of violence, the impact of the COVID-19 pandemic, and the ability to cope.

Palestine: Humanitarian needs after escalation of hostilities in the Gaza Strip

Four months after the escalation of hostilities in the Gaza Strip, humanitarian needs remain, and reconstruction efforts are stalled. The consequences of the violence in May have further deteriorated the already poor humanitarian conditions faced by the Palestinian population across Gaza and the West Bank, including pre-existing movement restrictions, administrative and physical barriers to accessing basic services, the destruction and confiscation of homes and assets, as well as increasing poverty and unemployment rates.

Palestine: Impact of demolition policies in the West Bank

This report investigates the sectoral impact of demolitions on Palestinians living in the West Bank, focussing on Area C (including East Jerusalem and Hebron H2). The analysis identifies common characteristics of vulnerability present in the West Bank, aiming to highlight how demolitions further affect access to essential services and the availability of covping mechanisms. The report is based on secondary data and key informant interviews (KIIs) with humanitarian actors with presence in Palestine.

State of Palestine: Escalation of hostilities and insecurity in the Gaza Strip and West Bank

Armed hostilities and insecurity escalated in the Gaza Strip between 10–21 May, following increasing tensions between Palestine and Israel reported in the West Bank and East Jerusalem since mid-April. Palestinian armed group Hamas fired rockets into Israel, and Israeli security forces (ISF) responded with airstrikes and shelling on Gaza. Clashes and unrest between Palestinians, ISF, and civilians took place in East Jerusalem, the West Bank,and across Israel. The escalation of hostilities resulted in civilian casualties, displacement, infrastructure damage, and disruption of humanitarian activities and access to basic services on a scale not seen in Gaza since the 2014 war.

State of Palestine: Annexation of the West Bank

In April 2020, the Israeli coalition government signed an agreement containing an article allowing the annexation of the West Bank territories. At the time of the writing of this note, the formal annexation has yet to start, despite initial plans to begin on 1 July. On 13 August, Israel signed a normalisation deal with the United Arab Emirates (UAE), which includes suspension of the annexation plans. UAE secured no guarantees on this suspension. Due to this newly signed accord with the UAE, in addition to, the domestic and international criticism towards the annexation, the probability of the plan materialising in the next six months is very low. Despite this latest developments, the potential impact of the annexation remains major for Palestinians, as was seen following the East Jerusalem annexation in 1980.

Humanitarian Access Overview

ACAPS Humanitarian Access Overview provides a snapshot of the contexts where humanitarian action faces the biggest constraints. Our analysts have scored each context on nine variables in order to rank and compare humanitarian access worldwide. Crisis affected populations in about 60 countries are not getting the humanitarian assistance they need due to access constraints. Eight new countries were included in the ranking since the last ACAPS HumanitarianAccess report released in May 2019. Among the indicators, ‘Physical constraints’ and ‘Restrictions and obstruction to services and assistance’ are the most common challenges. This report presents the score boards for all the countries assessed. Narratives are provided only for countries with high, very high, or extreme constraints.

We looked into nine indicators to rank and compare the humanitarian access levels worldwide. Affected populations in more than 50 countries are not getting proper humanitarian assistance due to access constraints. Humanitarian access has deteriorated in Colombia, Iraq, Myanmar, Nigeria, Pakistan, and Somalia over the past six months. 13 new countries entered the ranking since the latest ACAPS Humanitarian Access report released in August 2018. Physical constraints and restriction/obstruction of access to services and assistance are the most common challenges.

CrisisInSight: Global Risk Analysis

The Global risk analysis outlines 18 contexts where a significant deterioration is expected to occur within the next six to nine months, leading to a spike in humanitarian needs. This report comes as a result of ACAPS daily monitoring and independent analysis of the globe to support evidence-based decision-making in the humanitarian sector.
Considering the diversity and complexity of the crises, combined with the number of contexts included in the report, it has not been possible to cover each crisis in detail. Instead, we have highlighted the broad evolution of the crises to flag potential deteriorations and inform operational, strategic, and policy decision-makers.

Humanitarian Access Overview

This report compares current humanitarian crises based on their level of humanitarian access. Affected populations in more than 40 countries are not getting proper humanitarian assistance due to access constraints. Out of 44 countries included in the report, nearly half of them are currently facing critical humanitarian access constraints, with four countries (Eritrea, Syria, Venezuela, and Yemen) being considered as inaccessible. Moderate humanitarian access constraints are an issue in eight countries, and 15 face low humanitarian access constraints.
Gaza: Most pressing needs and vulnerabilities

This thematic report analyses the most pressing humanitarian needs in Gaza against the backdrop of long-standing vulnerabilities, access restrictions, and political developments. Research was conducted through the secondary data analysis and conversations with key informants in Gaza, West Bank, and Israel. The report identifies key drivers of the crisis and provides an overview of emergency response preparedness. Aggravating factors have been identified to better understand the impact of potential deterioration of the security situation in Gaza. Existing information gaps and lessons learned based on the response to past acute crises in Gaza are included.
