
Providing Human Resources
Not all Humanitarian Country Teams have access to sufficient, experienced human resource with the capacity to pull together information-gathering efforts into a coordinated approach. A core of appropriately qualified, experienced, equipped and trained assessment experts to lead and faciliate coordinated assessments can help mitigate this situation, and contribute towards more effective humanitarian action.

What does the ACAPS Roster do?
ACAPS roster members will be on-call for deployment at the request of the Humanitarian Country Team to:

support assessment preparedness in high disaster-risk countries by:
- strengthening agencies’ diagnostic capacity to analyze risk and vulnerabilities and establish effective baseline information through data preparedness activities
- developing inter-agency approaches for future coordinated assessment processes - facilitate coordinated multi-sectoral assessments in crisis-affected contexts (acute and chronic) and, where required, support development of follow-on monitoring and evaluation mechanisms
Roster members are always deployed through the existing humanitarian architecture and reinforces it by providing an additional coordination and analysis capacity which brings together ongoing cluster or agency-specific initiatives to ensure that the overall assessment process is as coordinated and complete as possible.
The ACAPS Roster is a standby partner to the Coordinated Assessments Pool And Roster (CASPAR) established under the NATF with its secretariat hosted by OCHA.
Composition of the ACAPS Roster
The roster is composed of highly qualified professionals in humanitarian needs assessments with extensive experience of managing medium to large scale complex emergency operations. The roster is divided into two profiles which are complementary : Assessments Experts and Data Analysts.
Roster Assessment Experts will:
- Support the implementation of coordinated multi-sectoral assessment processes in countries experiencing crisis and support assessment preparedness activities in high risk, disaster-prone countries. This will include the development, with the in-country inter-cluster coordination mechanism, of an agreed, context-specific approach and methodology.
- Help ensure quality control, appropriate monitoring of data collection and ongoing surveillance of developing humanitarian needs, response activities and gaps.
- Support awareness-raising regarding assessment and assessment preparedness with relevant stakeholders, including local government and civil society during both assessment and assessment preparedness missions
- Where relevant, support the in-country needs assessment capacity and the response capacity of the government, UN, national and international agencies, donors and local populations to analyse risk and vulnerabilities. Together with the in-country cluster coordination mechanism, to identify ways to strengthen this capacity.
Requirements for Assessments Experts (pdf 54Ko)
Roster Data Analysts will:
- Provide data analysis support to the implementation of coordinated multi-sectoral assessment processes in countries experiencing crisis. This will include the development, with the in-country cluster coordination mechanism, of an agreed, context-specific approach and methodology and may involve working with HCT, cluster leads, government representatives and other consultants such as statisticians, GIS experts, spatial epidemiologists, anthropologists and household survey experts.
- Support the establishment of assessment-related database and facilitate data analysis and preparation of related information products.
- Help ensure user-friendly data is widely available to inform relevant planning and fundraising tools (Initial and Revised Flash Appeal, humanitarian dashboard) and future planned assessments.
